Historical Context.

Between the 1890s and 1920s the City Beautiful Movement swept across the nation as developers, architects and urban planners sought to create a utopian urban environment in which the grand, well-designed physical space could mask, or perhaps eliminate, a city's underlying social issues including crime and poverty.
